Program Details (What the Law Requires)
Key provisions Florida schools must address:
- Mandatory First Aid Training: Requires districts to provide basic first aid and CPR training to middle and high school students, including practicing psychomotor skills and using automated external defibrillators (AEDs).
- Urgent Life-Saving Emergency (PULSE) Plans: Each public school must develop a PULSE plan to guide personnel in responding to sudden cardiac arrest and similar emergencies. Plans must integrate evidence-based elements and be coordinated with local emergency services.
- AED Requirements: By July 1, 2027, every public school (including charters) must have at least one operational AED on school grounds. AEDs must be clearly marked, publicly accessible, and properly maintained.
- Staff Training & Immunity: Appropriate staff must receive training in first aid, CPR, and AED use; AED locations must be registered with local EMS. The bill provides immunity from liability for employees and volunteers who use AEDs under existing Good Samaritan acts.
- Rulemaking & Effective Date: The State Board of Education will adopt rules to implement these changes. Effective date: July 1, 2025.
